Line an 8×8 pan with parchment paper and lightly spray.
In a completely dry saucepan over low heat, add the chocolate chips, condensed milk, butter, and 1 tablespoonof heavy cream. Stir slowly and constantly until fully melted and silky smooth.
If the mixture looks thick instead of glossy, stir in a second tablespoon of cream.
Remove from heat and gently stir in the vanilla and salt.
Fold in the M&M Minis and crushed cookies just until combined.
Spread into the pan and smooth the top.
Decorate with mini M&M’s, Valentine’s sprinkles, and royal icing hearts.
Refrigerate 2–3 hours until firm, then slice into squares.
